/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. Waste wood recovery by thermal treatment with energy recovery or by recycling allows the substitution and conservation of primary resources. Swiss government notes the potential presence of tensions between policies which simultaneously encourage the cascade use of wood, the recycling or the energy recovery by thermal treatment of waste wood. The aim of the present research is to assess the coherence of waste wood management in Switzerland by a quantitative and qualitative approach. First, a material flow analysis allows to model the wood resources and waste wood metabolism over one century. The simulation results of various scenarios of waste wood management establish that the additional impacts of the immediate thermal treatment are less significant for the reduction of CO2eq emissions but more significant for the energy production than its cascade treatments on Swiss territory. Secondly, a documentary analysis examines the determinants of the current waste wood treatments prevailing in Switzerland. Thus, the causes of the strong presence on Swiss territory of the sector of thermal treatment, the export of almost half of waste wood generated and the sub-exploitation of Swiss forest act as barriers or drivers that result in introducing a crowding-out effect where no amount of waste wood is available for recycling in Switzerland. The comparison of the results of the two approaches leads to the conclusion that the current waste wood management is coherent in relation to the various goals of the Swiss federal policies but the waste wood potential for energy production is not fully exploited. The recommendations on the waste wood management and the possibilities to use the model for other case studies are given in the conclusion.  相似文献
